Her name is Valeria. She is the Queen Eternal for a dozen worlds, Leader of the Thousandfold Empire, Herald of Tomorrow, Imperiatrix of the Lost. She is a cunning strategist with plans to conquer and destroy virtually every major species in the known universe. Daleks, Cybermen, Sontaarans, yes, even Humanity. Those in her way are crushed without hesitation. She has led her scientists to cobble together timeships out of the remains of thousands of time machines. It's rumored that she is immortal, that she is an angel cast from paradise, and that she is only gathering an army for a purpose even greater than total domination of the Universe.

The planets that make up the Empire run like clockwork. Every person has an education, a job, and a full stomach after every meal. Valeria makes things like poverty, crime, and strife a thing of the past. Planets are enriched with art, technology (from interplanetary travel to the internet), music, and cuisine. All faiths are welcomed. Several formally independent planets requested admission into the Empire, and Valeria personally welcomed them.

There are some exceptions, of course. The expected conquest of several of the Empire's enemies are on hold, presumably until Valeria decides on a course of action--Sontar, Zygor, Mondas, Skaro. And Earth. Though the Empire could easily conquer such a small, primitive planet, Valeria has explicitly forbade it. When asked why, (for she encourages her officers to ask), she simply smiles. "Not just yet."

She goes there, sometimes. Her officers and governors know that when Valeria travels to Earth, she's to be left alone, unless absolutely necessary. She has a name there (Valerie Jones), an extremely large bank account, and several surprisingly modest apartments. They talk and speculate about why she goes, and why she insists on going alone. Scouting the planet to decide on an optimal invasion plan? An attempt at a more peaceful, subtler takeover? Vacation? Or is she looking for a weapon, the final piece in whatever complicated puzzle rests in her mind?
